This is a "Bronze Level" award in the "Soldiers Pentathlon Tournament" (at a military fort obstacle course) in the Peoples Republic of Hungary. there are five classes (from lowest to highest): bronze, silver, gold, "iron", and "Gold Master". it is very well made and solid. it was meant to be made a permanent part of the uniform.    

The badge is 1 1/2" by 1 1/2" and is enameled  red, green, light blue, and white on a bronze medal.
